There are people who claim that democracy is incompatible with Islam. But the truth is that democracies, by definition, make a place for people of religious belief. America is one of the most -- is one of the world's leading democracies, and we're also one of the most religious nations in the world. More than three-quarters of our citizens believe in a higher power. Millions worship every week and pray every day. And they do so without fear of reprisal from the state. In our democracy, we would never punish a person for owning a Koran. We would never issue a death sentence to someone for converting to Islam. Democracy does not threaten Islam or any religion. Democracy is the only system of government that guarantees their protection....

Too often in the Middle East, politics has consisted of one leader in power and the opposition in jail. America is deeply concerned about the plight of political prisoners in this region, as well as democratic activists who are intimidated or repressed, newspapers and civil society organizations that are shut down, and dissidents whose voices are stifled. The time has come for nations across the Middle East to abandon these practices, and treat their people with dignity and the respect they deserve. I call on all nations to release their prisoners of conscience, open up their political debate, and trust their people to chart their future. (Applause.)

The vision I have outlined today is shared by many in this region -- but unfortunately, there are some spoilers who stand in the way. Terrorist organizations and their state sponsors know they cannot survive in a free society, so they create chaos and take innocent lives in an effort to stop democracy from taking root. They are on the wrong side in a great ideological struggle -- and every nation committed to freedom and progress in the Middle East must stand together to defeat them.

Some 32,000 scientists is more than the number of environmentalists that descended on Rio in 1992. Is this enough to establish that the science is not settled on global warming? The press conference releasing these names occurs on Monday at the National Press Club in Washington....

Security staffing- why weren't the alarm bells ringing 10 years ago when the Liberals were in the driver's seat?

They were well aware of a significant number of officers that would be retiring in the near future but didn't do much about it. When the Conservatives took over they had to make sure the Depot facilities could handle a larger number of recruits. If the Liberals had done this years ago, there would already have been increases in manpower. They didn't. They underfunded and understaffed the RCMP for years. The Conservatives are left with cleaning up the mess the Liberals left. Since a large organization can't be turned around overnight, the Liberals should have used some foresight and planning with regards to staffing. It wasn't as if there wasn't money available....there was money available for Adscam.

Well over a year ago the Canadian Police Association appeared before the justice committee regarding the anti-terrorism legislation. During its presentation it said:

We have serious reservations, however, about the capability of Canada's police and law enforcement officials to meet the increased demands of anti-terrorism requirements and sustain important domestic policing and law enforcement responsibilities.

To date, the government has never meaningfully addressed the Canadian Police Association's concerns.

As the CPA pointed out in its fact sheet, the 2002 federal budget allotted several millions of dollars in new spending for national security. However, only $576 million spread over six years was dedicated funding allotted to the RCMP. This amounted to only $87 million per year. Translated into human resources, it allowed for the hiring of only 446 full time employees for the RCMP, not over this year, not over next year, but over the next six years.

Need I remind the government that its slash and gouging of the RCMP that occurred in 1993 resulted in 2,200 positions being lost, a loss that has never been recouped despite years of protests and requests for increased spending.

Last year the commissioner of the RCMP openly admitted that 2,000 RCMP officers were withdrawn from other enforcement duties to respond to the terrorism crisis. These officers were taken from assignments previously considered to be priorities, such as fighting organized crime and providing frontline policing in Canadian communities. Many of those jobs were left unattended. In the commissioner's own words these files were “put on the back burner” while the RCMP attempted to apprehend terrorists suspected of using this country as a staging ground.

According to the CPA, of the complement of approximately 15,000 RCMP officers, 9,000 were assigned to municipal and provincial contracting responsibilities. Of the remaining 6,000, 2,000 or one-third of them were taken from other law enforcement responsibilities and reassigned to the terrorism file.

Minimally, 2,000 additional officers are needed to service the deficiencies that are being felt the hardest at the community level.
