In order to get $13 billion dollars, one would need to have stashed away about $450 billion dollars earning interest about 3% /yr.Since it's unlikely that they have that type of cash stashed away (ya never know)- then they got it from overtaxation in the first place and it is being used to bribe the voters just one more time.
If they had such a surplus, why couldn't they find money to hire 2200 RCMP officers(that were downsized) so they could at least speed up their investigations?Why aren't there any polls about seeing whether Canadians would like investigations speeded up? After all justice delayed is justice denied and we wouldn't want culprits to escape justice just because of technicalities with statutes of limitations, would we?

Moreover, it is one thing to respect other peoples' customs and traditions, but it is another to reject the hallmarks of our own civilization.
