"At least Gomery's report refutes the excuses we've heard from Liberals and their apologists for three years: This wasn't government business as usual, this wasn't about national unity, or a small sum "stolen" for a good cause (as Chretien once put it).

This was a kickback scheme, pure and sleazy. A Liberal scheme, benefiting a party that, Gomery says, fostered a "culture of entitlement which fails to see there is something wrong when politicians and public servants benefit personally from the expenditure of public funds for which they are responsible."

A party that "outraged" Canadians, "not only because public funds were wasted and misappropriated, but also because no one was held responsible or punished for this misconduct."
