"No wilting posy, Bolton blocked a U.N. envoy on Monday from briefing the Security Council on atrocities committed against displaced African tribesmen in Sudan's Darfur region. He believes the Security Council has the duty to act against savagery, not just talk about it.
"How many officials from the secretariat does it take to give a briefing?" Bolton asked, after Hedi Annabi, assistant secretary-general for peacekeeping operations, had just finished a separate briefing to bring the Security Council up to date on Darfur.
Talk, of course, is what the U.N. does best. Official briefings. High-level meetings. Midlevel meetings. Low-level meetings at the water cooler. Idle threats aimed at tyrants. Lectures to America. Chatter at cocktail parties.
But act? No, that grubby work is left for others, usually the U.S."
