$70 million missing? Closing the barn door after the horse has gone?

"About $70 million has been embezzled from two Quebec-based mutual fund groups, the regulatory body for Quebec's financial sector said yesterday as police raided business offices and private residences in Quebec and Toronto.

The funds, Norbourg and Evolution, are held by at least 5,000 individuals, mainly "small, middle-class" Quebec investors, officials said"
