The Headline probably should have read -Canadian "government "not prepared for home-grown terrorist threat:

It's been 4 years since 9/11.

That's more than plenty of time to have been prepared but obviously Canadians' security was not a priority.Otherwise CSIS would have had 700 more staff members- the RCMP would have had 2500 more officers and CBSA would have had at least 1200 more people.That would only bring them up to the levels they were 12 years ago.

The first responders would have had a number of major disaster simulations already and 6000 would have had advanced training. It's not that Canadians are unprepared , it's the fact that the government did the least they could get away with to give the perception that all was well.The media were asleep or else these holes would have been plugged long ago. If the terrorists pulled off an attack, the first responders would have to spring into action within minutes, drills or no drills. So if they have to do this within minutes, why has it taken four years for the government to provide them with the proper funding to carry out their duties if there is a major attack ? It takes practice to make sure the various agencies work smoothly under different ,difficult scenarios and with integrated communications equipment.Time is of the essence? -Not in Canada? $9 billion for security?-It would take an additional $250 million/year to provide reasonable staffing levels. So why didn't they get it with that $9 or $10 billion that is tossed around all the time? Couldn't have been a shortage of money.Prepared? no-just because the politicians are on vacation doesn't mean they can't unplug the bureaucratic roadblocks for a start. Just because Parliament won't be in session until about October doesn't mean AQ will wait until they get their act together. AQ has its own schedule.
